These meetings will be held in the Board Room at the Foundation Conference Center, Randolph Community College in Asheboro. All meetings start at 10 am and end at 3 pm.

This Instruction provides guidance for OSHA’s Site-Specific Targeting (SST) inspection program. This program applies only to general industry establishments. This Instruction cancels CPL 02-01-064, Site-Specific Targeting (SST), February 7, 2023.

Note: Targeted inspections under this inspection program will receive the highest inspection priority among all other general industry programmed inspections (see FOM Chapter II - Compliance Programing, paragraph E.1. - Order of Priority). Programmed inspections under other NC OSH Division Special Emphasis initiatives including Health Hazards; Long Term Care Injury Reduction; Logging and Arboriculture Fatality Reduction; Food Manufacturing; Warehousing and Storage and Related Product Distribution Industries; Construction Industry Fatality Reduction; and Amputations, carry inspection priority equal to SST inspections.

This chapter provides guidance in the calculation of penalties and adjustment factors to be used.

Note: This revision updates the new penalties in effect July 1, 2025.

FR: 90:1854-1866  - 01/10/2025; 29 CFR 1903.15(d) - Adjusted civil monetary penalties. This final rule adjusts for inflation the civil monetary penalties assessed. In accordance with NCAC 07A .0301, the rule was adopted for use in NC. The increased penalties will apply to all penalties assessed on or after July 1, 2025.

Under the direction of the Compliance Bureau Chiefs, each district may be authorized to issue certain citations and take other related action under the authority granted by NCGS 95-137(a) to the Director.

Latest revisions include clarifications of who is authorized to issue citations at the district level.
