8 Public Sector Surveys and Inspections

This instruction provides guidance for the public sector survey process and inspection targeting. Latest revision changes the reference years for OSHA 300 logs and the DART rates. Also reference SN 75 - Public Sector Establishments for Recordkeeping and the 08/09/2004 Public Sector Survey Letter.

10 Occupational Fatality Inspection Review

FFY 2023 and Forward:

The OFIR Report is compiled based on the event date by federal fiscal year (October 1 - September 30). The report lists only those workplace fatalities that were determined to be work-related per 29 CFR 1904.5 AND have been or are being inspected by the OSH Division. The report lists fatality inspections by the OSH field offices to which they are assigned; Asheville, Charlotte, Raleigh, Wilmington or Winston-Salem. Workplace fatalities that have not been inspected by OSH (e.g., some heart attacks, vehicular fatalities) are not included in this report, nor are workplace fatalities where the victim did not fall under the jurisdiction of the OSH Act of North Carolina (e.g., sole owners as they are not employees of an employer).

26 Warehousing and Storage and Related Product Distribution Industries SEP Committee Meeting Minutes

Meeting minutes for the Warehousing and Storage and Related Product Distribution Industries Special Emphasis Program committee. This committee was the Grocery and Related Product Merchant Wholesalers. It was renamed in January 2024 due to CPL 03-00-026: NEP on Warehousing and Distribution Center Operations. In response to this CPL, OSH incorporated into the Grocery SEP, the NAICS codes from the NEP due to the similarities in the work performed in these industries and their potential hazards. Thereby, the SEP was renamed to Special Emphasis Program for Warehousing and Storage and Related Product Distribution Industries.

28 Personal Protective Equipment in Construction

OSHA is finalizing revisions to its personal protective equipment (PPE) standard for construction, at 29 CFR 1926.95(c), to explicitly state that PPE must fit properly.

The N.C. Commissioner of Labor adopted this final rule with an effective date of October 1, 2025. Refer to the 12/12/24 Federal Register (Vol. 89, No. 239) for the details related to these requirements.

29 Strategic Management Plan FFY 2026 (SMP 2024 - 2028)

North Carolina's five year Strategic Management Plan (SMP) is designed to promote the achievement of this purpose through the specific goals and objectives established by the North Carolina Occupational Safety and Health Division and its employees.

Note: The third year, FFY 2026, of the five year Strategic Management Plan (FFY 2024 - 2028) is effective 10/01/2025. 

30 NC 811 Calls - Dig Safely

NCGS - Article 8A. Chapter 87, Underground Utility Safety and Damage Prevention Act.

This instruction provides enforcement guidance for the Occupational Safety and Health Administration’s (OSHA) Occupational Injury and Illness Recording and Reporting regulations, 29 Code of Federal Regulations (CFR) Part 1904.
