Joint Legislative Commission on Government Operations

This memo highlights procedures for all Governmental Operations (Gov Ops) requests that are received by any NCDOL employee.

New powers were granted to the existing Joint Legislative Commission on Governmental Operations (commonly referred to as "Gov Ops") in Session Law 2023-134, which includes extensive powers to examine, evaluate, and investigate State agencies, public authorities, units of local government, and non-State entities that receive public funds. 

The Department of Labor acknowledges its obligation to respond to legislative oversight requests and public records laws with serious ethical regard. Generally, the release of most public records is handled by either the Legal Affairs Division (LAD) or the Communications Division. The release of OSH records is handled by PSIM, the custodian of all OSH records. 

To ensure that NCDOL successfully navigates the demands of this new law, all DOL employees are to contact the LAD when a request of any kind come from the Gov Ops members or staff.
