Technical enforcement and assistance guidelines for hazardous waste site and RCRA corrective action clean-up operations. This federal instruction clarifies the requirements and provides technical enforcement guidelines for clean-up operations conducted at facilities under the scope of paragraphs (a)(1)(i) through (a)(1)(iii) of the Hazardous Waste Operations and Emergency Response (HAZWOPER) standard, 29 CFR 1910.120 and 1926.65. Note: Only compliance officers fully trained in the HAZWOPER standard are permitted to conduct inspections in accordance with this directive.
