Subject: Memo of Understanding Between OSHA and NRC
Discussion
This Memorandum of Understanding details the a Federal program change between OSHA and the U.S. Nuclear Regulatory Commission which affects the North Carolina program. This MOU outlines when an OSHA inspector shall refer any observations to the NRC for further action. CPL 2.86 has been adopted for use in North Carolina.

The attached copy of OSHA Instruction CPL 2.86 should be filed in Part IV, Federal Directives adopted by North Carolina, of your Field Information System.
