Subject: Inspection Procedures for the Hazardous Waste Operations and Emergency Response Standard, 29 CFR 1910.120 and 1926.65, Paragraph (q): Emergency Response to Hazardous Substance Releases.
Discussion: This instruction establishes state policy and provides guidance and clarification to ensure uniform enforcement of the HAZWOPER standard. Where appropriate, references in this instruction to Federal Regional Administrators and Area Directors will mean OSHNC Director, Bureau Chiefs and Unit Supervisors and references to the Field Inspection Reference Manual (FIRM) will mean the North Carolina Operations Manual. Action: District Supervisors will ensure that this instruction is applied statewide. This instruction cancels and replaces CPL 2-2.59 and is effective in North Carolina on the date it is signed. It will remain in effect until canceled, revised or replaced.Signed on original
